Tulip Prison—a special penitentiary filled with criminals from all over Japan who have been deemed too far gone to rehabilitate. As the “phantom precinct” of the justice system, its facilities occupy an inescapable island that stands alone on the open sea. Shuichiro Minato—a young man who lives in Tokyo. Amid the Christmas lighting one beautiful winter night, he was arrested as a public nuisance. Shuichiro defended himself in court, describing his acts as self-expression—art—but no one could understand him. He was sentenced to ten years of penal servitude for being a pest and resisting arrest. What's more, he was deemed too far gone to rehabilitate... and thrown into Tulip Prison.
