To avoid crashing with the error message "General protection fault" when you've just launched Borderlands GOTY Enhanced while NOT CONNECTED to Internet:
- open steam_emu.ini with notepad (C:\games\Borderlands GOTY Enhanced\Binaries\Win64)
- line : set steam connection to offline mode
- edit : offline=0 =>> offline=1

The language versions marked with * can optionally be deselected (hence the “SELECTiVE” in the title) and do not have to be downloaded. You can find more information on this (including the correct installation) here.
